Degrees and certificates require a narrative, at minimum. This applies to all credit and noncredit programs, except for local certificates of accomplishment. 

All CTE program submissions must also include advisory minutes/notes and labor market information (LMI). Newly proposed credit CTE programs need to request current LMI for Bay Area Community College Consortium (BACCC) approval. Please note that the BACCC approval process is not required of noncredit CTE programs.

  • Remember, program aggregate reports must be launched at some point in the 18 months prior to outline modification submissions. These assessment reports pull together the results of individual section-level reports through mapped outcomes and should inform outline revision. Allow time for analysis, reflection, and conversation. Writing the Narrative

Providing LMI Data 

  • This is needed for CTE programs only.
  • Upload in CurrIQunet prior to launching the program outline.
    • Request LMI with this form early in the NEW program creation process. Required COE LMI data for new programs can take 15 work days or more to produce. 
    • Please do not request a new LMI report for a modification, unless you have a serious need. Program modification writers should gather LMI in other ways.

Providing Advisory Minutes

  • This is needed for CTE programs only.
  • Upload in CurrIQunet prior to launching the program outline.
  • The Office of Workforce Development maintains an archive of advisory minutes.
  • The CTE Liaison uses the submitted program materials to prepare the BACCC paperwork needed for recommendation. Any CTE credit certificate that is 16 or more units requires review by both the BACCC and Chancellor's Office.

Is my degree or certificate a CTE program?
See your program outline's Codes and Notes section in CurrIQunet.  If the ToP Code has an asterisk, then it's a CTE program. 

What is the BACCC?

Can I search BACCC records of my program and related programs?
Absolutely. Go to https://www.regionalcte.org/browse to search by region, status, and subject/keyword.

For how long is labor market information considered current for a newly proposed program? 
One year. (However, if the report is a "rush" and the LMI data has not changed significantly, that period may be extended by a month or two).
 
How frequently do we need to submit materials to the BACCC?
  • Only new programs need to come through the BACCC process and require a LMI Report from the Centers of Excellence (COE) to be attached with the submission to the BACCC. Request LMI with this form. This means that program modifications DO NOT need new BACCC approval and do not need another "official" COE LMI report.
  • If LMI is already on file from when a program undergoing modification was first proposed and approved, the Curriculum Committee can accept LMI that is not the 5-6 page "official" COE report.  Use other resources. For example, anyone can gather data from the COE website where they provide Labor Market Demand data and "Occupational Demand" tables and "College Program Supply" tables for this purpose. Search the COE site and see their guide called Making Use of Labor Market Information.

  • Please consult the CCCCO's LaunchBoard site for data on progress, success, employment, and earnings outcomes for California community college students. See the caljobs.ca.gov site, which is used by job seekers looking for training. It is an official site of the state of CA. There is also LMI at the California EDD site plus an easy-to-use EDD site called Job Outlook for Community College Educational Programs. There could be helpful info at the CCCCO's DataMart site and resources like indeed.com.
  • Labor market evidence might also include 
    • Recent employer surveys
    • Industry studies
    • Regional economic studies
    • Letters from employers attesting to the service area need
    • Minutes of industry advisory committee meetings (beyond required advisory committee meeting minutes)
    • Job advertisements for positions in the individual college’s service area
    • Newspaper or magazine articles on industry or employment trends
    • Applicable studies or data from licensing agencies or professional associations
  • View the BACC information document to learn more about the BACCC's recommendation process and the Chancellor's Office's expectations. Save time and learn more by seeking LMI yourself and not having to wait for a new LMI report when submitting a program modification.  "First priority" is always producing the "official" COE report for all NEW programs. All other requests for COE LMI reports will likely take longer than the 15 days promised for NEW programs.
