California Vehicle Code (CVC) section 21113(a) authorizes the governing Board of Trustees of a community college District to collect revenue, establish restrictions and rules governing parking on District property.

CVC 21113(a) - No person shall stop, park, or leave standing any vehicle whether attended or unattended, upon the driveways, paths, parking facilities, or the grounds of any public school, except with the permission of, and upon subject to any condition or regulation which may be imposed by the legislative body of the governing board or officer of the public school, or educational institution.

NOTE: The numbers listed after CVC 21113(a) are used to distinguish San Francisco Community College District parking violations and are not a sub-section of the California Vehicle Code.

CVC section 40200 – 40230 authorizes the District to establish procedures for the issuance of parking citations on District property.

CVC 40200 (a) Any violation of any regulation that is not a misdemeanor governing the standing or parking of a vehicle under this code, under any federal statute or regulation, or under any ordinance enacted by local authorities is subject to a civil penalty. The enforcement of those civil penalties shall be governed by the civil administrative procedures set forth in this article.

Parking Regulations

  1. Parking on District property is allowed 7 days a week, 5:00 am-11:59pm.
  2. Parking on campus is allowed by displaying a valid parking permit only
  3. Parking is enforced 7 days a week.
  4. Overnight parking is prohibited from 12:00am to 5am unless approved by the Chief of Police
  5. Camping or residing in a motor vehicle on college property is prohibited
  6. Parking permit enforcement will commence ten (10) class days after the first day of every spring and fall semester and five (5) class days after the first day of every summer semester.
  7. All other traffic and parking violations will be enforced 24/7
  8. Parking permits are not required for Motorcycles & Scooters.
  9. A valid parking permit must be displayed facing upwards on your vehicle’s dashboard (daily permit) or attached to the inner windshield’s passenger side lower corner area (semester permit) or attached to the rearview mirror (employee permit) while parked.
  10. Vehicles must park within a yellow or white painted lined parking stall
  11. Vehicles parked in designated Faculty/Staff/Employee parking lots or roadway parking stalls must display a valid employee parking permit
  12. Employees may park in any parking lot with a valid employee parking permit
  13. Parking, or stopping in red zones is prohibited
  14. A parking permit is only valid for the vehicle(s) that it is registered for. Permits may be transferred to another vehicle. 
  15. Illegally parked vehicles are subject to a citation, and are subject tow at the owner's expense
  16. Vehicles obstructing red zones, fire lanes, or fire hydrants are subject to tow at the owner’s expense
  17. Possession of a valid parking permit or valid DMV Disabled Person Placard or License Plate does not guarantee the availability of a parking space or a disabled parking space

DMV Disabled Person Placard or License Plate

  1. Anyone displaying a valid DMV Disabled Person (DP) placard or license plate may access any parking lot or roadway on campus to park in a designated accessible parking stall. 
  2. A valid parking permit is NOT required while parked in a designated accessible parking stall while displaying a valid DMV DP placard or license plate. 
  3. DMV DP placard must be visible from the outside of the vehicle
  4. At a minimum, a designated accessible parking stall will be identified by a sign posted adjacent to and visible from each parking stall and the stall will have the international symbol of accessibility painted on the surface. 
  5. When parked in a regular student, visitor, or employee parking stall while displaying a DMV DP placard or license plate, a valid parking permit is required
  6. Vehicles displaying valid DMV DP plates may park in accordance with applicable law

E-Charging Stalls

  1. Electric Vehicle (EV) recharging is available in designated parking stalls on campus
  2. Vehicles parked in an EV stall and not connected to the recharging station will be cited
  3. Vehicles blocking or obstructing access to an EV recharging stall will be cited
  4. Vehicles parked in an EV stall will be required to display a valid parking permit
  5. Use of the recharging station is at the vehicle owner’s risk
  6. The District does not assume liability of any damage to your vehicle resulting from the use of a recharging station
