The Performing Arts Center will provide City College with a contemporary classroom and performance facility that will enhance both the level of instruction provided to the students and the quality of performances presented to the community. It will be commensurate with buildings at institutions of its kind and will constitute a new public face for the College.

Currently the performing arts departments occupy the Creative Arts Building and adjoining Diego Rivera Theater. These buildings share some of the same problems that affect many of the other buildings on campus. They are aging, under-performing and - in some cases - in need of code and systems upgrades. On the other side of Phelan Avenue lies the Balboa Reservoir, the eastern portion of which belongs to the College. This reservoir is an open tract yet to be built upon and offers an opportunity for the College to improve upon the aging buildings now concentrated to the east of Phelan Avenue.
