To promote the improvement of human resources management and employer-employee relations consistent with the intent of the Legislature in enacting the Educational Employment Relations Act (EERA) (Government Code Section 3540 et seq.)
GOALS AND OBJECTIVES
- Represent the interests and directives of the Board of Trustees in all aspects of employer-employee relations.
- Promote the growth and establishment of positive, effective working relationships with the exclusive representatives of the faculty, department chairpersons and classified employees.
- Serve as a resource on all aspects of employer-employee relations for managers, supervisors and confidential employees.
- Fulfill all objectives and functions effectively, efficiently and collegially:
- Represent the Board of Trustees before the Public Employment Relations Board regarding representation issues, bargaining unit determinations and unfair labor practice charges.
- Engage in collective bargaining with the exclusive representatives of the various employee groups.
- Conduct in-service training related to the implementation and administration of the collective bargaining agreements in force.
- Conduct resolution conferences and engage in fact-finding related to the adjudication of employee grievances and arbitrations.
- Serve as a liaison to other organizational units, shared governance committees, task forces, etc.
- Review policies and procedures for collective bargaining implications, and recommend appropriate action
