FUNCTION AND MISSION

To promote the improvement of human resources management and employer-employee relations consistent with the intent of the Legislature in enacting the Educational Employment Relations Act (EERA) (Government Code Section 3540 et seq.)

GOALS AND OBJECTIVES

  1. Represent the interests and directives of the Board of Trustees in all aspects of employer-employee relations.
  2. Promote the growth and establishment of positive, effective working relationships with the exclusive representatives of the faculty, department chairpersons and classified employees.
  3. Serve as a resource on all aspects of employer-employee relations for managers, supervisors and confidential employees.
  4. Fulfill all objectives and functions effectively, efficiently and collegially:
    • Represent the Board of Trustees before the Public Employment Relations Board regarding representation issues, bargaining unit determinations and unfair labor practice charges.
    • Engage in collective bargaining with the exclusive representatives of the various employee groups.
    • Conduct in-service training related to the implementation and administration of the collective bargaining agreements in force.
    • Conduct resolution conferences and engage in fact-finding related to the adjudication of employee grievances and arbitrations.
    • Serve as a liaison to other organizational units, shared governance committees, task forces, etc.
    • Review policies and procedures for collective bargaining implications, and recommend appropriate action
