Phelan Avenue Traffic Striping Changes

The San
Francisco Municipal Transportation Agency (SFMTA) has implemented traffic
striping changes on Ocean Avenue,
Phelan Avenue
and Judson Avenue
to include bicycle and bicycle share lanes.
Several changes in the routes on the perimeter of campus on these
streets will be affected.
A new
bicycle lane has been added to Ocean Avenue
running East to West.
Bicycle Lanes
A bicycle lane is a designated
traffic lane for bicyclists, marked by a solid white line,
typically breaking into a dotted line at the corner. Different from a simple
white line showing the edge of the road, a bicycle lane follows specific width
requirements and is clearly marked as a bike lane.
It is illegal for cars to enter these lanes
except to park or to turn into a driveway, or where the continuous white line
turns into a dashed line, usually just before an intersection. In any case,
always watch for cyclists coming up on your right — they have the right of way
here. Also note that many bike lanes are simply too narrow for their intended
purposes, and cyclists may have to veer out of them for parked cars, debris on
the road, etc. (CVC 21209{a})

As you turn onto Phelan
Avenue from Ocean Avenue, the lanes will merge down
into one lane travelling North to South and one lane travelling South to North. A bicycle lane has been added to each side.
Caution is
advised to drivers as they exit their vehicles when parking on these public
streets. Look behind you into on-coming
traffic to be certain that you do not hit a bicyclist with your car door.
Turning
lanes into the reservoir parking lots and onto Cloud Circle from Phelan are still
available. When exiting campus from Cloud
Circle or Science Circle onto Phelan Avenue, use caution while turning
left or right into traffic. Do not block
the intersection.
Double Double Yellow Lines
A set of two double yellow lines have been added down the
center of Phelan Avenue
and may not be crossed. Drivers
cannot turn across two sets of
solid, double-yellow lines. The space in between represents a "solid"
barrier. Do not drive on or over this
barrier or make a left or a U-turn across except at the designated openings.

Judson Avenue has also been reduced to one lane
traveling East and West. These lanes are
marked as Sharrow lanes.
Shared
Roadway Bicycle Markings (Sharrows)
Sharrows are used to remind motorists that bicyclists
are allowed to lawfully use this portion of a lane.

Sharrows are used to assist bicyclists with
positioning on a shared roadway. It also alerts motorists of the location a bicyclist
may occupy within the traveled roadway.

Treat a bicycle lane the same as
other traffic lanes.

Do not turn into the lane if there
is a bicyclist in the bike lane. Yield to oncoming traffic.

Do not obstruct bicycle traffic by
reducing the width required for safe bicycle passage, typically three to four
feet.
A Center Left
Turning Lane has also been added to Judson Avenue.
There is a center left turn lane in the middle of a two-way street and is marked on both
sides by two painted lines. The inner line is broken and the outer line is
solid.
If a street has a center
left turn lane, you must use it when you turn left (VC 21460.5[c]) or start a
permitted U-turn. You may only drive for 200 feet in the center left turn lane.
This lane is not a regular traffic lane or a passing lane. To turn left from
this lane, signal and drive completely inside the center left turn lane. Do not
stop with the back of your vehicle blocking traffic. Make sure the lane is
clear in both directions and then turn only when it is safe. Look for vehicles
coming toward you in the same lane to start their left turn.
