International Student Conditional Admissions Program

What does Conditional Admission mean?

Students will first attend the Intensive English Program at City College of San Francisco (CCSF) and improve their English. Then they will take the Institutional TOEFL Test. If they get a TOEFL score of 473 or an ESL Placement of 150, they will be admitted to the Academic Program at CCSF for the following semester.

Who can get Conditional Admission?

Students who want to enroll at CCSF but do not have the required TOEFL score of 473 PBT or iBT 52 or IELTS 5.5.

If you are applying for the first time and are in your home country:

*Please note that as of June 1st, 2012, all International Students studying at City College of San Francisco (CCSF) will be required to purchase health insurance through CCSF's group plan. Details and pricing will be sent to applicants and posted on our website by the end of April 2012.

Step 1
Submit the following application requirements to the office of the Intensive English Program:
  • Completed and signed Application Form

  • Official Bank Certification (not more than 6 months old) indicating the amount of funds available to you at the time of application. The Bank Certification must be the original document/letter. It must show a minimum of $18,000 in U.S. dollars or equivalent to $18,000 if your bank only provides the amount in your country's currency. It must show the account information (saving, checking), account owner's name, date, and currency. The document must also be stamped and signed by the bank official.
    ***Please submit both the original and the translated version if your bank cannot provide an English version and if you had your bank letter officially translated***

    If the student is going to be supported by a sponsor who is a U.S. citizen or resident, the sponsor must complete an Affidavit of Support Form. The Affidavit of Support must be notarized and must also submit an official bank letter of the sponsor's current saving or checking account (the sponsor does not need to have $18,000 US Dollars).

  • Photocopies of your passport title page

  • You must submit a copy of your OFFICIAL Transcripts of all high school or college work previously completed.

    If you are making your payment by peerTransfer, please submit a copy of your receipt together with your application package.

  • Applicants under the age of 18

    If you are under the age of 18, you must also submit a copy of your high school diploma, completed guardian form (form is at the right side of this page), and a copy of your U.S. guardian's legal ID. Please note that your guardian in the U.S. must live in or around the city of San Francisco, and your guardian must have a legal status to live in America while you are still under 18.
Step 2
Once the office receives the documents and fees, an acceptance package with the I-20 form will be sent to you.

Step 3
Once you have received the I-20, you need to pay the mandatory $200 SEVIS fee. For more information and online payment options, go to You will need your SEVIS ID number and the CCSF's school code from your I-20 form, a credit card and a printer to print out your receipt.

Step 4
The last step is for you to make your appointment with the American Embassy in your country in order to get your F-1 visa.

If you are transferring from another school within the US:

Step 1
Follow step 1 above. In addition, please submit:
  • Photocopy of your VISA page, I-94 card, I-20
Step 2
Fill out and give your previous school a School Verification for Transfer Students Form which you can obtain after you have been accepted at CCSF.

Step 3
You will receive your new I-20 as soon as your previous school transfers you out.

Full admission to the International Student Academic Program is contingent upon the successful completion of the Intensive English Program and a score of 473 PBT on the TOEFL or placement in ESL 150.
