Judge
Donald B. Constine
Judge Donald B. Constine chairs the Paralegal/Legal
Studies Program Advisory Committee. A graduate
of City College of San Francisco and Hastings College
of the Law, he served for 10 years as an Assistant
United States Attorney for the Federal Courts and as a
United States Magistrate before appointment to the
Municipal Court. Judge Constine was judge of the
Municipal Court, San Francisco, from 1964 to 1969.
He served on the Superior Court for the City and
County of San Francisco from 1969 until retiring in
1985. Since retirement, Judge Constine has engaged
in private judging, arbitration and mediation in
complex, commercial and tort matters and has
conducted numerous settlement conferences.

David
Dore
David Dore is an instructor and
the Chair of the
Business Department at City College of San Francisco.
Dora J. L. Dye
Dora J. L. Dye is the program coordinator and an
instructor in the Paralegal/Legal Studies Program
at City College of San Francisco. She has 15 years
of experience as a corporate/real estate paralegal
and 12 years of experience as a paralegal educator.
Ms. Dye served as president of the San Francisco
Paralegal Association in 1993 and 1994 and is an
active member of the American Association for
Paralegal Education.

John Feeney, Esq.
John Feeney, Esq. has practiced civil litigation in
the
Bay Area for more than 20 years as a member of
Murphy, Pearson, Bradley and Feeney. He has tried
over 25 cases to verdict and served as a panel arbitrator
for the San Francisco Superior Court. Mr. Feeney has
been panel counsel for the Volunteer Legal Services
Program of the San Francisco Bar Association,
Legal Services for Children, and California Lawyers
for the Arts. He has served as a member of the
Paralegal/Legal Studies Program Advisory Committee
since 1991.
Steven Glick
Steven Glick is the Dean of the Downtown Campus
and the School of Business at City College of San
Francisco.
Justice Barbara J. R.
Jones
Justice Barbara J. R. Jones is the Presiding Justice of
Division 5 of the First District, Court of Appeal. She
was appointed to the Court of Appeal in 1996 by then
Governor Pete Wilson, after having served 4 years as a
judge of the San Francisco Superior Court. Justice
Jones practiced civil litigation, with emphases on general
business and on personal injury matters, for over 16
years and has served as a member and an Associate
Chair of the Paralegal/Legal Studies Program Advisory
Committee since 1990.
Joseph
A. Lasky, Esq.
Joseph A. Lasky, Esq. was the first coordinator of the
Paralegal/Legal Studies Program and served 3 years in
that role. He continues to serve on the Paralegal/Legal
Studies Program Advisory Committee. Mr. Lasky has
practiced law for over 25 years and is currently an
arbitrator and a mediator.

Commissioner
Harry W. Low
Commissioner Harry W. Low was appointed
in 2000
to Insurance Commissioner in and for the state of
California by Governor Davis. In 1974, he was
elected to the San Francisco Superior Court and then
given early appointment to the seat by then Governor
Ronald Reagan. In 1982, then Governor Jerry
Brown elevated Justice Low to Presiding Justice
of Division 5 of the First District, Court of Appeal.
Justice Low retired from the bench in 1992, and served
as arbitrator and mediator for the Judicial Arbitration
and Mediation Services and president of the San Francisco
Human Rights Commission. He continues to serve as a
member and an Associate Chair of the
Paralegal/Legal Studies Program Advisory Committee.
Judge Donald S. Mitchell
Judge Donald S. Mitchell started his legal career
as a trial attorney with the Equal Employment
Opportunity Commission. In 1983, he was appointed
Director of the Office of Administrative Hearings
by then Governor George Deukmejian. Judge Mitchell
was appointed Judge of the San Francisco Municipal
Court in June 1989 and elevated by Governor Deukmejian
in December 1990 to the San Francisco Superior Court.
His first assignment on the Superior Court was to the
Juvenile Division where he was Presiding Judge from
July 1991 to June 1992 when he was assigned to the
Civil Division where he continues to serve. He has served
as a member of the Paralegal/Legal Studies Program
Advisory Committee since 1997.
Irwin Phillips
Irwin Phillips retired in 1990 from a teaching career
of 25 years. A graduate of City College of San
Francisco, he served as coordinator of the
Paralegal/Legal Studies Program for 3 years and
continues to serve on the Paralegal/Legal Studies
Program Advisory Committee. Mr. Phillips is president
of Phillips Life & Health Insurance Service and is active
as an expert witness and consultant.
Thomas A. Richard, Esq.
Thomas A. Richard, Esq. is a partner in the San
Francisco law firm of Wiggins, Robin & Richard, LLP.
He has been a litigation attorney since 1992 and a
member of the Paralegal/Legal Studies Program
Advisory Committee since 1995. Mr. Richard also
serves as legal advisor to the Mayor's Committee for
the Employment of Persons with Disabilities and the
California Bach Society. He is a former committee
chairperson and section vice-chair of the California State
Bar Association.
Laura
L. Scudder
Laura Scudder is the Business Contracts Analyst
at the University of California's Lawrence Hall of
Science in Berkeley. She has worked in the
Intellectual Property field for the past fourteen
years.
Margaret
Vota
Margaret Vota retired in 1999 from a teaching career
of 41 years. She was an instructor in the Business
Department at City College of San Francisco for 34
years and received the School of Business Award for
Excellence in Teaching and Distinguished Service in
1997. Ms. Vota served as coordinator of the
Paralegal/Legal Studies Program for 9 years and
continues to serve on the Paralegal/Legal Studies
Program Advisory Committee.
Marilyn
Young. Esq.
Marilyn Young, Esq. is in private practice
concentrating in wills, trusts, and estate planning. She
has served as a member of the Paralegal/Legal Studies
Program Advisory Committee since 1989.
Faculty
Laurence Blau
Laurence Blau received his LL.M. from the University of
Florida and
his J.D. from the University of San Francisco. He practices estate
planning, trust, and probate administration law.
Dora Dye
Dora Dye received her M.A. from the University of California,
Berkeley, and her M.B.A. from Armstrong University. She has
15 years of experience as a corporate and real estate paralegal.

Clifford Liehe
Clifford Liehe received his J.D. from the University of
San Francisco
and is in private practice concentrating in collection litigation.

McMurray
Adria-Ann McMurray received her J.D. from New College
School
of Law and is in private practice concentrating in immigration law.

O'Shaughnessy
Pat O'Shaughnessy received his J.D. from San Francisco
Law
School and practices insurance defense law.

Edwin Oyarzo
Edwin Oyarzo received his J.D. from Georgetown
University Law
Center. He is a Program Manager for a consulting firm specializing
in environmental law.

Christopher
Strunk
Christopher Strunk received his B.A. from Boston College
and his J.D.
from Villanova University School of Law. He is admitted to practice
in New Jersey, Pennsylvania, Illinois and California and concentrates
his practice in complex commercial and environmental litigation.

Aubrey Weldon
Aubrey Weldon received his J.D. from Hastings College
of the Law
and practices personal injury, entertainment, business, and
intellectual property law.
